About SHOUA
Shoua Lo was born in Xeing Khouang, Laos on August 1, 1972.  His family fled Laos during the Vietnam War and immigrated to the US in 1978.  For the past 40 years, Shoua and his family have made Stockton their home where he graduated from Tokay High School.  Shoua earned his Bachelor of Science in Chemical Engineering from San Jose State University and his Master of Science in Homeland Security and Emergency Management from National University.  For the past 19 years, Shoua has worked as a Professional Environmental, Health, and Safety Engineer.  He is proud and excited to be the first Hmong-American citizen to run for office in Stockton, CA!  In 2020, he was a Mayoral candidate for the City of Stockton.  Shoua has served his community over the years as a member on various non-profit community organizations:  Lo-Pha Society of California, Bay Area Environmental Safety Group, Stockton Host Lion, Rotary Club of Central Stockton, and the Intercontinental Hmong Arts, Music, and Culture Association. 

Shoua is running for Stockton City Council District 3 because Stockton deserves better! He believes that the role of City Government is to provide services,  programs that will ensure the City will be self-sustaining, and less of a burden on its residents. When elected as Stockton City Councilman, Shoua wants to ensure the various Measures passed by Stockton residents are appropriately used in the manner they were proposed and passed. Shoua will work closely with the Measure A committee to ensure that the funds are allocated into programs as crime prevention, hiring additional police officers, and other community safety programs. Shoua will also advocate for an oversight committee to ensure that funds for Measure M are allocated into the City Parks and Recreation Department and Afterschool programs, which will help strengthen our community youth programs.

Solving Stockton's Homeless Crisis

Like most major cities across America, Stockton is no stranger to the raise of homelessness. It is estimated that San Joaquin County has over 2,500 homeless most of whom reside within Stockton city limits. Homeless has become a major source for state funding. How you might ask? Many homeless residents don't live in Stockton or California they are being bused in from out-of-state. Did you know that if you are sleeping on the streets or have no permanent address, you are still entitled to benefits – those who have no fixed abode can use the address of a friend or family member, a motel or day center, or even the local job center on the application form.
